Designed by Rocky Roeger and Officer Tim Welch. The grey (silver) and the gold are for the police officers' badges. The horizontal black columns that cross the badge lines represent the mourning bands the officers wear over their badges when an officer dies. The royal blue represents the fallen officers and living men and women who currently serve or are retired from law enforcement. There are 36 threads in each of the two black columns which total 72 - the number of police officers who died on 9/11. Those columns represent the Twin Towers of the World Trade Center. The thin blue line between them represents the line between order and chaos.
